Webmaster's goal: high ranking by search engines.
The ultimate goal of a webmaster is to have a web site ranked among the top 10 by search engines.  While this is possible, search engine optimization and placement are the result of continuous effort.  If you do not have available time to study and understand search engines; if you cannot implement the acquired knowledge and improve ranking, hire an individual who specializes in URL promotion and who can devote time to marketing your web site .  Website Marketing, search engine optimization and search engine submission are ongoing processes that require adjustment on a continual basis.
If you can commit yourself, you can achieve high ranking and effective indexing on your own.  You will need to read books, articles and postings on the web; you will need to talk to people and attend internet forums on search engine promotion, search engine optimization and search engine submission. Also, you will need to devote time to develop skills in order to effectively structure your website and design your web pages for the purpose of optimization.

Understanding search engine submission
A search engine is made up of two parts:
1-    The robot that travels in search of URL's;
2-    The indexing agent that categorizes the site.

The robot starts with URL's in the search engine database, visiting site after site and following links in discovery of new sites, additions and updates.  If a new site is linked to an outside page that the search engine visits, the robot will follow the link, discover the new site and list it without any human intervention.
If a site is new, with no outside link, the robot has no access to it.  The search engine is not aware of its existence and cannot deliver it to the surfing world.  The webmaster or an agent  must submit the site to the search engines, either manually or using a search engine submission software.
Search engine promotion and the subsequent submission is an invitation addressed to a search engine robot.  The submission process  transmits the URL of the site, advising the search engine that this site needs to be visited.  When the search engine receives the URL, it lists the site for the next round of the robot. 
At the scheduled time, the robot comes to the site and collects information about the content of the site.  The robot brings this information back to the indexing agent that will categorize the web site.  Later, the search engine will deliver the web site to surfers when the content matches the criteria that surfers request through keywords.
That's where webmasters problems start: how can a website listing be placed in a position that maximizes the number of clicks and optimizes the number of visitors?  How can a particular website be listed among the first 10 delivered by a search engine? 
The answer is designing for search engine optimization.
